Questions regarding Inf attached to Panzer Corps
Because the Panzers and their HQs are typically way out front (at least in the first turns), I have some questions regarding the infantry that start out attached to them.
1. Do you typically leave them attached to the Panzer Corps if they are going to be out-of-supply for a few turns?
2. If you de-attach them, will the Panzer Corps HQ be able to give your Panzers and Motorized divisions more supply next turn because there is more to go around?
3. Are there any abnormal consequences for assigning these Infantry divisions to other HQs (IE non-Panzer Corps HQs)? Basically are you hurting them in some way by doing this?

I take them out of the Panzer Corps and assign them to the infantry. They are infantry divisions that were often attached to the corps at the start of the campaign to help with the breakthrough stage of the fighting. Specifically the 2nd Panzer Group starts with a lot of infantry that overloads the HQs and should be removed ASAP.

Yep, transfer them soon. 2nd Panzers do well in 2nd Army and 4th Army.

For me, XII corps goes to 2nd Army, the Infantry assigned to the Panzer Corps goes to a new corps that I form also to 2nd Army to flesh them out and make them able to hold a good portion of the line.

Haven't played the Germans very much, but here goes:
1) Yep. They are mostly need for flank protection, or to keep a corridor open to the panzers, so CVs are of less value.
2) Don't think so. Far as I can figure the HQ will request whatever supplies they need for the attached CUs.
Fewer CUs means requesting fewer supplies. Not sure if this is valid when air-dropping supplies though.
3) Not as such. HQs are HQs no matter what they're called.
There are obviously detrimental effects if you attach them to an HQ and overload it in the process.
And there's the effect of possibly having them attached to a lesser leader.
But there's no effect of using a non-panzer HQ, all things being equal.

I transfer them when I can.There are plenty of understrength infantry corps with great commanders that can stand to have some more troops attached to them. I also try to transfer the "army group" infantry units as well, but you only have so many command points to start out with.

But the other way around? I vaguely remember some admin bonus for motorised units in panzer corps being mentioned. Or was that tank units in Soviet tank armies...? Or both? So should one avoid assigning mechanised divisions to non panzer/tank headquarters?

I have infantry divisions assigned to armored corps because nothing says hello open the door like ten thousand landsers. If you use the armor to crack the line it won't have enough movement left to exploit properly. But infantry can make repeated attacks on the line clearing out that magical three hex corridor.

Don't think so.
There's a morale bonus for Russian units attached to shock-armies, but that's about it.
Again, as far as I know. *LOL*

Sure, but then again nobody says the infantry has to be in the same corps to pave the way for the armor.

4th Rum Army goes to AG Antonescu as quickly as I can get it there. It's role pretty much becomes garrison duty.

I do move the Infantry Divisions that are in Panzer Corps, because the Panzers will outrun the infantry, leaving the infantry out of Command Range.
I don't think you need to move the Infantry CORPS that are in the Panzer Armies right away, though; I would save the APs. I think 2nd Pz Grp starts with 1 Corps, and PzGp 3 starts with 2. I usually leave them, at least for the Summer. The Pz Grps have the command capacity, and the Corps will stay in range, so why move them?
The Romanians are a problem. You have to pay to kick them out of 11th Army, and their leaders are so terrible that you hate to have them self-contained. They perform better attached to German Corps, but only if you have spare capacity there. By 1942, you don't.

I've not done major digging into the Rumanian situation. I tend to use the ones in 11th army more than the others, but they seem to act appropriately. Whatever the drawbacks to the Rumanians, it is more important to try to reduce the overbooked AGS.

Actually you're right. Rule 11.4.2
"...When a motorized unit is performing an admin leader check, leaders of Tank Army, Panzer Army, or Panzer Corps HQ units involved in the admin leader check receive a +1 to their admin rating during the check...."
So no effect on non-mech units no matter which HQ they're attached to, but mech units should be attached to mech HQs to improve their admin-checks.

There is no problem with an infantry corps in a panzer army. They are useful for line breaking and corridor protecting. There are huge issues with infantry divisions in panzer corps and this is where my first spend of AP goes. If you are like me, your panzer corps and armies have your best commanders, very few of these really good commanders have bad infantry ratings so an infantry corps in a pz army is arguably better off than in an infantry army. Of course, the whole command thing has a mystique that is hard to penetrate and largely invisible in the game (at least for my side; I do see the AI throw in reserve units. In the unlikely event that I ever have a spare unit to put into reserve, it might happen for me as well).

In 1942, you either have to overload Infantry Armies, or assign Infantry Corps to Panzer Armies. I will probably convert a Panzer Army to pretty much a "Foot" army, because by then, you also probably don't need 4 Panzer Armies at 4 different spots on the map. 2-3 should be plenty to mass what you need for attack.
