I am allied in my current 2p game. Calcutta and most UK controlled bases have supply less than 300 and now new supply coming in. Lots of troops, and planes but no supply. Lost the British fleet early. Was suggested I keep my one british uk MCS group in Calcutta. I have it porting in supply from Ceylon. Brits control the skies and bases at border areas.

Rule section 12 speaks to US, Japanese, and Chinese supply generation; but not Indian/British (or even Australian). Calcutta is a base for routine convoys but assuem it need to have supply there to distribute.

In general, if you want lots of supply at a base, make it the home base of a Headquarters and keep at least one group of MCS vessels there. I assume SEAC is still in existence -- did you manage to save Malaya HQ and/or ABDA? If you put SEAC in Calcutta and another HQ in Dacca, you should get more supply.

But the major problem is most likely the absence of shipping. I would seriously consider sailing a group of Australian MCS 8000-tonners to India. (Start off with a destination of the furthest base to the east you have to avoid Japanese attacks.)
Civil war? What does that mean? Is there any foreign war? Isn't every war fought between men, between brothers?
