Does this game share the same engine concept as HttR (i.e. you order a HQ unit and it will coordinate the subordinate units to fulfill the order)? In other words, if I'm familiar with HttR, will this be the same style of gameplay (which would be awesome)?

Yes.

In general, you may regard each next game in the series as superset of the prior game functionality RDOA -> HTTR -> COTA -> BFTB.

In some cases, mechanics/functionality changed to be more sophisticated and better model real world dynamics. Some examples would be supply and mixed mode movement.
