Ok for a start this game has got the Japanese carriers all wrong except for Hosho,Shokaku sister ship to Hosho was never built,but there was a Shokaku class built as a carrier world war 2.

In game Hiryu & Soryu are supposed to be the same as Hosho,wrong again they were sister ships built world war 2 and nothing to do with this games time period!!!!!

Kaga & Akagi should be in this game as carriers,because in fact they followed Hosho into service,but they looked nothing like Hosho.I have done the art for these ships,and I plan on doing a scenario with the correct carriers for Japan in it these are Hosho,Kaga & Akagi all with there own art work.

You have to go all the way back to May of 2005 to answer that question. Tankerace, WPO's designer, stated:
None of the BB/BC to CV conversions are in War Plan Orange. WPO assumes that because the Washington Treaty was not signed, the aircraft carrier was not forced on the navies of the world, and thus takes a more leisurely development. The Lexingtons, Kiis, Amagis, Tosas, and Courageous class ships all are in WPO as designed, i.e. in the original roles.

While it is possible that one or more of the battleship hulls may have been converted to a carrier, all actual instances (with the exception of Courageous and Glorious) were the direct result of the Washington Treaty. As such, like everything else related to the treaty, it is negated.

As to Amagi, I have lengthened her build time, to where she is one of the later arriving of her class, to assume that although she was wrecked, she is salvagable, especially with a war situation brewing.

The only carriers in WPO are: The Furious, Argus, and Vindictive for the Brits, although in later scenarios Vindictive is a seaplane carrying cruiser; the Hosho class for Japan, consiting of the Hosho and Shokaku (cancelled in 1922), with two additional units built in the later scenarios, and the Langley and Liner conversion class for the US. The US (along with Japan) planned that in the event of war, liners or other large, fast ships would be converted. This is represented by 2 additional Hoshos, and 2 faster Langley's for each side.

The above was written before the game came out. Some changes were made - the British now get CV Hermes, for instance.

Here's more notes from Tankerace explaining CVs in WPO, again from 2005 -
In the 1920s, War Plan Orange designers decided that should war break out, cargo ships, liners, or even colliers would be converted to aircraft carriers. A class of two US carriers arrive in the way late 1920's to represent this. However, I kept the names the same as in the lineage, i.e. Since Langley is already built, and the names Lexington, Saratoga, and Ranger are assigned to battle cruisers, the next names in the series are Yorktown and Enterprise.

They are capable of operating with the battle line (unlike the 15 knot Langley), but only carry 22 planes (as opposed to Langley's 34).

To represent Japan's plans along the same lines, they receive 2 additional Hosho's in the late '20s as well.

This class of carrier is the only purely hypothetical class in War Plan Orange, although based on design studies undertook at the time.

Well it's a good job the editor is available to sort all the fuck ups eh! Nothing to stop a player making the battlecruiser version of a ship unavailable using the editor,while at the same time creating say Kaga as a carrier and making it available simple.
