Free State reverted to conquered

As Prussia, I made Hannover free in the July 1805 Diplomacy phase. It shows up as such in the log. However, at some point between then and the current reinforcement phase, it reverted back to conquered by itself.

Is this a known error in 1.8.04 or something new?

I had the exact same thing happen in another game lately. The only difference is the flag still says Free State and the forces I previously bought are still on the map, but it doesn't generate manpower anymore and it only produces 4 gold.

I think this can be fixed with the BETA editor.

I honestly think that simul diplo is causing all these errors!

I wish marshall would do away with it. It does nothing for the game.
