About Operation Points

I’d like to know when Soviet headquarters receive OPs.
Let imagine I have just one Soviet unit attached to a certain HQ.
I expect that unit will be attacked next turn.
I have two choice:
1. I send extra supply to that unit and now the HQ has 0 operating point. It’s OK if I may be sure the HQ will received new OPs BEFORE German offensive because of the new turn started.
2. I don’t send extra supply because I will get the new portion of OPs only AFTER German Phase of turn. If it’s right my unit will be shattered because of no OPs in HQ in the moment of the enemy offensive.

You receive the Ops at the beginning of your turn, so you must have high Ops in the Hqs to avoid the chance of shatter.
