Background info; there were four distinct organizations just for Panzer Regiments on the eve of Barbarossa....this game only has one, represented in the 41 Panzer division.

Looking at 6. Panzer in the '41 GC which starts with:
47 Panzer IIc - 223% above TOE
154 Panzer 35(t) - 142% above TOE

Now if you run a turn and do absolutely nothing with 6. Panzer, the next turn showed these results:

26 Panzer IIc - 123% above TOE
135 Panzer 35(t) - 125% above TOE

You lose 40 tanks for doing nothing!

Totally normal, as stated in the manual, units that are over TOE can and will start returning equipment to the pools to reach the proper TOE level.

Well it may be WAD, but that don't mean it's right..
What's the point of putting in the correct numbers of equipment for June 22, 1941 if a bunch of it's going to the 'pool' a week later?

Expanded my argument to include the entire Panzerwaffe:

Ran turn 1 of '41GC with no movement, no combat.
12 tanks lost to attrition but this is inconsequential.

In the pool on turn 2: (Note that all pools are empty on turn 1)
104 Panzer IB
363 Panzer IIc
19 Panzer 35(t)
19 Panzer 38(t)
46 Panzer 38(t)E
Total: 551 tanks - or about 18% of Panzers deployed on turn 1 are lost on Turn 2!

also stripped from combat units and added to the pool:
56 SdKfz 221 Armored Car
34 SdKfz 10/4 SPAA
82 SdKfz 6/2 SPAA

Granted most of the Panzers lost are lightweight junk, but I'd still rather have them out absorbing Red bullets than rotting in some warehouse.
I immediately see part of the problem is the absurdly low number of 'Light Tanks' allocated in the game's '41 Panzer Division TOE - that number being 21.

Historically, the Panzer Divisions had between 45-80 allocated in June, 1941.

two thoughts about your message
of these 551 tanks how many has been built this turn
your Pz Div being so over TOE this bring you much more power in a turn not really necessary but will allow a second turn (after attrition) with again 100 per cent
this time it will really be helpfull
not really understanding the fact to do nothing on first turn
except to see attrition alone

The TOEs in the game to the extent possible are the "theoretical" TOEs. When the data base was built the 125% rule did not exist and I assumed deviations from theoretical could be accounted for in the scenario design and attrition would bring individual divisions eventually to the theoretical TOE. When the 125% rule was proposed I was given the impression that it would only apply when a unit's TOE changed (e.g. go from the 41 to the 42 panzer division) so I didn't see a problem with the rule. As implemented the rule is applying all the time and we are now considering ways to correct for it.

As for the TOEs themselves, the German Army was so unique one could justify a separate TOE for practically every division. The use of "theoretical" TOEs seemed to work better in long run but it does create anomalies at any given point in time. The only real exception that was made was for the Waffen SS who seemed to defy standardization for as long as possible.
