Merging units

Probably missing the point here, but I can't get units to merge. The dates are right,the units stacked are right and they are in movement mode. Why won't they merge?

Press B or the little breakdown/buildup box in the interface.

Merge is to make two units into one. You would lose the other unit.

Yes I keep pushing the build-up button and nothing happens. Trying the b button doesn't do anything either.

Are you trying to merge or buildup regiments or other units into a larger unit? If building up, the units cannot be static. You playing Soviet or German?

Soviet. Normal infantry brigades trying to build up to rifle divisions. Not static units or naval brigades.

Date that you can do that changed with some patches. I would have to look but naval rifle brigades basically got delayed big time when you can do any combines with them.
