From what I have seen, routed units can be bounced (not always, your mileage may vary) to where you want them to go. For example, on the opening turn, many of the units north of Bialystok will rout into the area you will pocket - toward their HQs. I am sure you have all seen after a rout-fest the Soviet units clustered in the 1-hex radius around their HQ. This knowledge and understanding of the mechanics can make pockets even easier.
