Hmm, evacuation TFs grab the LCU with the lowest readiness. So if you march your reinforcement LCUs from SF to LA, and send your evac TFs to LA, then you might be able to do it and get the reinforcements instead of the garrison.

So how's this: Form an evac TF in San Diego and send it to LA (SD is close enough to guarantee that they'll show up on the turn you want them to, plus it makes sure your cargo ships aren't used fro routine supply), home base Palmyra, return to base movement orders. On the same turn march the outgoing LCUs to LA from SF. Then you should get the correct LCUs on the MCSs, and they'll go to Palmyra. Use your APs shuttling from Palmyra to wherever to accomplish the dogleg around the IJN subs, or do another evac from Palmyra to Noumea or Moresby and shuttle out APs from there. This risks the LCU growing larger on Palmyra while waiting, but that's worth it I guess to get so much more volume of transport!

Big question: when in the turn order does the march occur vs. the evac? If you can't get that right and yank your garrison instead, you may need to temporarily march the SF garrison out for a turn when the big MCS fleet shows up, and then send the evac TF straight to SF.

Even if this is sneaky, if it works I'll prefer it to teleporting AP across the ocean!

Arr, don't press your luck. As far as the teleporting APs thing is concerned, I've always rationalized it by thinking of AP groups as representing shipping pools, not actual individual ships, so that they are groups of networked shipping performing functions in much the same way that MCS and TKs run all over the world in one week delivering the goods in the routine supply system. I especially enjoy those MCS groups that have a heavily damaged ship doing two or three knots covering 6,000 miles in seven days.

I have been able to march troops to another base and then immediately load them onto transports during the same preparation phase. Also, marched troops will join in combat both at the beginning and end of the turn. However, their readiness will be low from the march--which is why it's often a good idea to de-activate them immediately after they march, and re-activate them the next turn, when they've rested and re-supplied.
Civil war? What does that mean? Is there any foreign war? Isn't every war fought between men, between brothers?
