Soviet Factory Through Strategic Rail

Guys,

New to the game playing both sides 1941 scenario. I am on turn 3. I can not figure out how to use strategic rail to move factories. I thought you could just go to the rail icon and click on the production icon. But that doesn't give me the screen to move factories.

Help is greatly appreciated.

It says how to do it in the interface section of the manual

Make sure its a full scenario you are playing too
