How do the morale bonuses, for SS and Guards units, and Shock Army HQs, exactly work, in terms of being under the hood? Is it a bonus for combat, and checking if units have to withdraw/rout? Does the bonus raise the ceiling for the maximum experience that unit elements can train up to? The manual is a bit unclear on where the bonuses help.
