RR Repair from isolated Ports

I note that SU Const Bats will start repairing outward from an isolated port like Odessa, whether the Sovs are human or AI. So, as Axis on Turn one I shipped in an HQ loaded with Const Bats into Riga in order to get a little advance rail repair done. No dice. I think the Rail line in the actual port hex has to have never been destroyed or has been repaired while connected by rail to the grid, then isolated.

I also shipped an FBD into Riga on T1, but it wont repair on T1 or T2 etc.

For axis it has to be directly connected to German or Finnish net. You can repair outward from Finland/Leningrad without direct connection to berln
