This remains so even after playing the game further? Or even after a game restart (to give the executable time to reread the new variables)?
If so, this is indeed a bug and can be reproduced easily. You are on the lastest patch for ROTS?

I was wrong, when playing the game futher it very,very slowly changes to the correct approval.

I thought it would some changes are not instantaneous such as resolving disputed mining bases etc.

Yap, I think Elliot also explained it at some point. Having delayed effects for some actions is wad.
