Scen 2 - Pilots

As everyone is aware scen 2 has increased Japanese pilots this was put in place BEFORE the HI tax on pilot training was introduced.

I am trying to work out the scale of the issue so I am looking for a selection of answers if possibel from a range of games.

Please can you let me know

Scenario (1 or 2)
Patch (Before or after the data patch)
Year (1941,2,3,4 or 5)
Monthly cost in HI of pilots training.

Any information much appreciated.
