Victoria as a port

I have a question about Victoria Canada (port size 6, air size 4). I'm playing the BIG game and I'm somewhat concerned that Victoria is listed as needing 10706 supply points per month and yet nothing much is there! I have 4500 troops, 16 aircraft and NOTHING building. It has 20 pints of light industry and 15 for shipyard which is doing nothing. WHY is it using over 10K points??? By comparison Tacoma (port size 5 air size 2) just down the road is using 8677 per month and has over 39K troops, 32 aircraft AND is expanding the port. It has light industry of 80 and a shipyard of 40, also doing nothing. I simply don't understand, can anyone help me out here? Thanks in advance. Hal

Perhaps the supply points at Victoria are expressed in Canadian dollars. It seems like a lot but it really isn't...[:D]

It seems, there is virtual line, behind which all ports get increased supply demand. Accidentally Victoria is behind it, but it is not in continental rail network.

I do not think cities actually consume this supply. It is just increased demand. Anyway, supply should also travel by water hexside, so I am experimenting with drawing extra to this city on other side of the channel, and releasing it.
