1. Can Tankers also be used to refuel ships at sea?

2. Can Fleet Oilers carry Oil to production centers?

1. They can refuel other ships, but not using their cargo. Like any ship they can use the fuel from their own bunkers to give it to other ships in the TF. You can however disband them at all kinds of small ports and let ships 'refuel from port'. This will give fuel from the cargo space of the tanker to other ships.

In RL AO's are tankers. The difference is that AO's have hose handling equipment such as cranes and hose reels to maintain a slack connection between ships.. They also have extra commuication gear to match and maintain speed and course with with other ships. Most importantly; they have trained crews to handle fuel transfers cleanly and efficiently. A tanker can quite easily be converted to an AO, with not a lot of additional machinery. A Tanker can transfer fuel in port by simply having another ship securely tie up along side, connect hoses (and static wire) between them and pump away.

Yes.

If the TF contains an AO loaded with fuel, clicking the button "Replenish at Sea" will result in the other ships in the TF refuel from the AO's fuel cargo. If no AO in the TF, the refueling takes fuel from the largest endurance ships own fuel tanks. Note a TK in the TF does not substitute for an AO.

A Replenishment TF is another way to get refueled at sea.

Yuo may also note, that when replenishing a large TF from a port with AO's and Tankers disbanded, that the replenishment takes a fair amount from each. If you want to save your replenishment TF's for underway operations, protectect them with a 'Do not unload' order.

Actually, giving a replenishment TF a "do not unload" order doesn't stop them from refueling (or rearming) another TF. It only stops the ships from unloading their cargo at a port. If you want to keep your replenishment TF's from refueling/rearming a TF at a port, you've got to keep it out of the port where the other TF's are located.
