Disband in the pool at WitP???

Someone else playing WitP (1.806 version) showed a very strange screen:



there is no other air unit in this hex so i don't understand. Each time i attempt
a disband in this case, the game tells me "Not allowed ...".
Is there someone here who have already seen that at WitP?
And if yes, how can i have it?

I've read on this forum that "disband into pool" feaure was blocked for PBEM games a few patches ago.
