Page 70 of the manual has a chart with the “Modifiers to hot number”.

One of them says “Quality of Firing Unit 1-10 then x 0.10 - x 1.00 Respectively”

What if the Quality of the unit is greater than 10?

I suddenly "get it".
 
It is described in the section on P70 - 71.
 
Another way to word it could have been:
 
“Quality of Firing Unit 1-100 then x 0.10 - x 1.00 Respectively”

I think what could cause confusion is that the Quality setting for a unit is in the integer range 1 - 10. So when Quality is expressed as a percentage it has to be in the discrete range 10% - 100%; going up in 10% steps. For example, it's not possible to have a unit with a Quality of 1%.

In the manual the expression of Quality seems to flip flop between the integer and percentage values.
