Can someone give my memory a jog and tell me what this means again? There's a couple entries in the manual but their not comprehensive.

The Soviet Art of War to be exact. It allows for the Soviets to get better. To learn the 'Art of War' and not be so inept as to need a delay for orders, artillery delivery, etc...

You click that box in the scenario editor and the Soviets play equal to the Germans.
