Unable to create new units etc

When I create a scenario, none of the buttons show up to allow designing new units, changing graphics, etc. If I go into the edit mode on an existing scenario, all of these buttons appear. I am able to draw a map, but am limited to the WWII unit set and default graphics, etc.

please be sure to detach the masterfile under settings as discussed here: tm.asp?m=1610065&mpage=2&key=masterfile ... h&#1691372.
