Unable to Create New Units, etc

Unable to Create New Units, etc

When I create an new scenario, I can upload the map and use all of the default graphics, units, etc. However, the buttons to allow for creating new units, adding new graphics, etc do not appear. When I open an exiting scenario (created by others) in the edit mode, all of these buttons are available. How can I fix this problem?

Sorry, I forgot to mention I am using ATG
