More weirdness with strategic movement

No idea what is going on with this particular error or how it even occured. I opened one of my PBEM files to find my L Corps HQ "On Ship" in the middle of Estonia? [8|]

Need a save and steps to replicate. There are some known issues, and this could be a side effect.
