Cann't hire more than 10 pilots in training groups (1108m5)

All -tai groups - after hiring 10 pilots buttons "Request veteran" and "Get X pilots" became hidden, only "Get Instructor" is active.
This problem is reproducing in 1108m3 (nothing cann't say about earliest versions)

Probably the hitting the new group limits, but dedicated training groups shouldn't be impacted.

Yes. For some reason, the extra training pilots (above 10) is being skipped. I can see why it is happening, but not why its changed.[&:]
