Another major problem is that Japan has, in its own microscopic way, too little need to send resources
to Japan to make supply points. "Local economies" indeed matter - and I want far more of them -
but not on such a scale that major field armies with attached air forces do not need to get supplies from
home. Here the solution is to make manufacturing capacity on the home islands (and to some degree,
other places - Formosa for example) large enough to reward sending resources in particular, and oil or fuel
to a lesser degree - back home. This can be achieved using LI and HI. I consider them to be entirely "powered"
by coal - that is 3 of the 5 resource points that make a supply point are coal - either used as fuel or as
coking coal. Because most of the total imports of Japan were coal - as much as 2/3. Vastly increasing LI
means we have vastly increased the demand for resources. And where we need HI to make supply points at
refineries, or HI because it was absent where it really was, or HI because the AE stated amount vastly understates
the amount (see Muroran) - we also increase HI - which also increases resource demand.

The first problem is

in AE

Japan needs no resources!

That is, those poor islands IRL produce vast amounts of resources
up to 960 resource centers per location!

The second problem is

in AE

There is no significant resource production in Korea and Manchukuo
Not even enough to sustain their industry for long - so they must IMPORT!
IRL most of the resources, by weight, comes to Japan from them -
mainly coal and iron ore - also copper and other minerals -

And both that area on the mainland and Formosa are major sources of food
rice and soy in particular - but they do not produce the supplies to export in AE

So the problem is structural.

Digression: Russia is fed by secret supply - solving the problems of distributing
I guess. Bah humbug.
