Getting CV s up

OK playing as german against the AI leaving all settings leeft stock and I have captured Lenningrad, incurred about 4.85 million russian casualties, within 3 hexs of Moscow, got out to Karkov and Stalino. Got through my first winter now and its June 42 and the Russian cv's I see are many many in the 7-9 range(way stronger than the 42-45 scenario). [:@] Mine are just gettting back up there but nowhere near the Russian levels. I spent a bunch of time parsing out HQ s as seemingly needed. Converted a huge swath of units to static.

I also started the 1942-1945 campaign game to compare and though the Russian/German OB are roughly the same in both games the Russian cv's in the 42-45 campaign are way way weaker.
Basically after capturing Lenningrad and freeing up the entire Finish army and aprox 20+ german divisisions you would think the german army is much more potent come spring 42. On the contrary the russians in this game are extra extra strong compared to the same starting point of the 42-45 game campaign. Is there a reason for this? Did I not do something I should have?

Some of those Soviet units are overstrength, with maybe 110% or 120% of TOE ( temporarily ).  They'll also have a much better experience rating than what you faced in 1941.
