Why do the Jap cs/av have planes and not the Allies?

CS type ships actually operated the aircraft FROM the ship. The AV types of the USN were there to SUPPORT the Catalinas. The AVs didn't actually carry around the Cats tho. The CS types of Japan (Chitose I think was one), actually were capable of carrying around around a squardo of Rufes or Jakes or whatever.

USN Search

Other than catapult launched search assets on cruisers and battleships, 99% of it's search squadrons were large ong range a/c such as the PBY. Hard to put a PBY on a seaplane tender:D .

Main difference is equipment/doctrine differences between the navies.

As a note, the CS is a Scout Cruiser capable of launching and recovering aircraft while underway, while an AV is a seaplane tender that must be stationary to operate.
