Is the E-book game manual updated when rules are changed?

Curious to know, and if it is not updated is there a list of "errata"?

It is not updated. For now you'd have to use the readme file and look through all the rule and feature changes. However, with the next update we will be releasing a new manual that has some corrections in it, and a complete list of just the rule changes and new features from the readme (no bugs or data changes). Over time we plan to incorporate those changes into the main text of the manual and release periodic updates.
