rescources end up in Hokkaido!?

It seems all my rescources end up in Hokkaido. Leaving my industrial cities with little rescource to build things.

Is the computer transporting all the stuff up north? And what can I do about it (except use convoys to ship ik back tot Tokyo)

Hokkaido and Honshu are not connected, so resources can't end up in Hokkaido unless you/AI ship them there.

Honshu is seriously lacking resources, and Hokkaido is major resource center. You have to ship resources from Hokkaido (and from Sakhalin and Port Arthur etc.)
