Partisan Activation

These Partisans are stealing from me!

What conditions actually have to exist to activate partisans? Manual says certain morale and size has to be met; can anyone be specific?

I am making several supply drops a turn, and so far, nada.

I am beginning to think these Partisans are trading the weapons I am dropping for Vodka, and that I'm getting scammed. Before I decide to throw their family members in a virtual Gulag, I wanted to check to see if I just need to be more patient....

Just be patient, Q-Ball. It's too early (snow turn of the first winter if I am not mistaken). Now on my game (june 1942) they are starting to be rather active. But of course make sure you have transports and some level bombers (long range and transport mission) in the VVS Bases. Night mission, I'm sure you already know that [:)]

EDIT: in fact, I don't airdrop anything. The AI does that for you. It works very well on my game now. At first, like you, I thought "what the f...", just wait for 1942.

first partisan attacks started in late november 1941 for me.
Dropping them some vodka should help i guess

What Tullius said: Put your transports and level bombers in VVS bases, set them to night missions, and the game pretty much does the rest. It does take a while for them to get going, but it's mostly hands-off after you do the aircraft assignments.
