I know this has been answered before but I'm not digging through 100000000 threads to find it.

Does the AI use scripts or is it hard coded?

We're close to hardcoded. Original design used scripting but it was worse than current!

Its been a while since I asked regarding the AI the last time.
Is there any ongoing work in progress regarding a better AI these days?

Marshall has indicated that AI improvements will be the focus for v1.09.  There is enough low-hanging fruit to fix some known weaknesses in AI tactical behavior and address some diplomacy issues.  The AI will never be brilliant but certainly there are opportunities to make it better and provide more challenge.
 
But first we have to get through v1.08.06 final development and release!  Real life has had Marshall on the road and distracted from EiA for several weeks now.

Marshall Ellis's dedication to this game is impressive.
