How do you switch the initial production from political points and trains to trucks and engineers?

You mean before the game starts? Use the editor. Find your starting city or cities. On the interface to the left you will see the city and the headquarters button. Once you have clicked on the city chose the city production button on the left. Change the production. If this is a single city map that is all you need to do. If multi city map if you want to change Headquarters you will need to exit city production and select the city headquarters button to change headquarters.
