potential bug: AI allies "stealing" my subs

the following happened to me this weekend while playing a slightly modified random game. (the Europa project I am play testing - basically a random game with some adjustments)
I was Germany, and Italy was my AI ally.
I was producing submarines in Hamburg.
Italy moves an HQ on the city.
The next turn, the new sub is built, and rather than the sub going to my fleet, the sub was placed in the Italian HQ unit! Now I can't get my hands on this sub - for all intents and purposes, it's as if I gave it to Italy....
I even tried placing a LARGER German HQ in Hamburg, but still, the sub went to my ally, Italy.
This happened several more times until I switched production to Konigsberg.

not exactly a game-stopper, but very odd -
maybe this could be put on the list for patch 6.
