Norm Koger's The Operational Art of War III is the next game in the award-winning Operational Art of War game series. TOAW3 is updated and enhanced version of the TOAW: Century of Warfare game series. TOAW3 is a turn based game covering operational warfare from 1850-2015. Having problems with the Axis OOB in Europe aflame vs PO. Have lots of army HQ but no corps under those HQ also have OOB 2, 3 etc not sure how the OOB works in this scenario for the axis, on the allied side, the soviet OOB is divided into fronts etc. with OOB headquartes. The Axis side has army hq, infantry OOB. Any help would be greatly appreciated.

Please be aware that EA isn't designed to play human vs PO.
In a scenario of such complexity is very difficult (I'd say impossible) to make the PO work on a decent way.

As to the HQ's... if you look further you'll find HQ's "independent" formations on both sides.
On Axis side the HQ's "independent" formations are Free support so you can use them at will and decide your own force attachments.
And as a rather experienced EA player i'll tell you those HQ's are really usefull.
