It normally always is at first install and play, if it was not that there is a bug... or did you play Beta versions before as than a corrupted registry could have caused it.

I'm playing official download version. Downloaded from Matrix.
I note now there is a tutorial campaign. But that wasn't as obvious as a "button" so I picked the full campaign. And for that tutorial messages were not on. So to be clear:

--picked full 39-45 campaign
--tutorial tips not on.

It's on only when you start the tutorial campaign.
I think it was a request from beta testers to be this way.
