Core Limits

Core Limits

Hi,
I am at start of Norwegian Scenario. Mousing over purchase button on the mid right tells me I have a core of 18. But strangely when I try to buy a 19th unit I get no complaint. Further that unit has a gold border implying it is core.

So how is a core limit of 18 enforced? Maybe only 18 core on board at one time?
Please explain.

Noticed now that core limits are enforced once into a scenario but do not seem to be at the start of a scenario when you can purchase before deploying.
