Java secured, diplomatic activity
Dateline: London, England. Following the conclusion of the 1927 Commonwealth Imperial Conference, the unusually raucous meeting produced a fair number of surprises this past week, including, but not limited to, the following:
(1) The Commonwealth sub-committee that had been arduously studying ways of breathing new life into the Anglo-Japanese Alliance since 1921, was officially disbanded in a near-unanimous vote, with only Canada abstaining.
(2) Britain announced that it was unilaterally freezing all Japanese Government-owned financial assets within Great Britain, and expressed support for similar actions by other Commonwealth Nations, until Japan withdraws it's forces from French Indochina. These assets will be placed into a series of escrow accounts for potential use in compensating victims of Japanese aggression in the Far East.
(3) Effective immediately, all Commonwealth Nations, with the exception of Canada, will place an embargo on raw material shipments to Japan and Japanese-controlled territories that are deemed essential for a modern military campaign. This embargo will specifically include the following: Petroleum, Rubber, Tin, Chromium, Nickel, Manganese,
Iron Ore, Scrap Metal, and Copper. Food exports will not be restricted at this time.
(4) All member Commonwealth Nations were tasked with assessing their current state of military readiness, and encouraged to begin identifying essential Naval and Army Reserve Units that could be quickly mobilized in the event that the current crisis is not resolved in the very near future.
(5) The Imperial Conference message to Japan is quite simple: Cease and desist the state of aggression and belligerence in the Far East immediately, or face the consequences..............

Certainly, the World Press thinks, that the threatened "Yellow Peril" has been contained once again by astute Western Power Politics! The bookmakers in London have posted 3:1 odds against Japan taking military action against the Commonwealth Nations within the next 30 days. Easy money, according to those supposedly "in the know".

Message of the Japanese delegate before the League of Nations.
My esteemed colleagues,
A month ago, the Republic of France attacked our forces in China. We responded. Our forces are now on the outskirts of Saigon and Hanoi. We must believe that France thought that attacking us would be advantageous to its interests. They have been proven wrong, and now they are being punished.
We currently are at war with 4 different countries, for 4 different reasons. In all but one isolated case, the fighting is occurring on their soil, or that of their colonies. But France has taken this crisis one step further, in trying to entice the British Empire to use her economic and military might against us. Our citizens have been threatened and attacked in Great Britain itself, to the point where we have abandoned all official missions to that country. We find this situation highly regrettable. Since this problem did not exist a month ago, and we can only assume that Prime Minister Winston Churchill, who’s Conservative Party only holds slightly more then one-third of his country’s Parliament, is responsible.
This is the same Mr. Churchill which led the ANZAC forces into the catastrophe at Gallipoli a dozen years ago, and had to resign from his government in disgrace. How many Dominion soldiers died in that campaign due to his folly? I believe it was a quarter million – with a 59% casualty rate? And now, Mr. Churchill is trying to entice these same nations to shed even more blood for another insane scheme of his? To our neighbors in Australia and New Zealand, are you listening? Do you really think Japan of 1927 is weaker then Turkey in 1915? Are you really going to let this man lead you to another disaster, this time on your very doorstep?
We have no quarrel against the British people or her Dominions. But know this. We learned our lesson in 1922. We will not back down to threats or sanctions. We are at war, and the nations which foolishly attacked us will pay the consequences. You want Japan to stop seizing territory? Well, Mr. Churchill, there is an alternative to starting a Second Great War – you can act like the statesman you purport to be, and entice your friends in Paris, Washington, Peking, and The Netherlands to make peace with us, rather then demand we dishonor our military’s sacrifices with a shameful withdrawal.
And know this, my esteemed colleagues – we are not withdrawing from any territory seized now or in the future. The only way we shall withdraw is if we are defeated militarily. And while anything is possible, we can state for certain that it will take many years, much sacrifice, and many, many deaths before that can even be considered. Is Great Britain and its Dominions ready to lose the rest of its “Lost Generation” in an unnecessary war on the other side of the world, rather then work toward a realistic, attainable peace through diplomacy?
My esteemed colleagues, this is most likely the most important speech ever given in this great hall. Because if Mr. Churchill continues a reckless course that leads to war, then this great League of Nations will cease to exist as we know it. If diplomacy fails, and a second Great War breaks out, then the League will have failed its primary mission of ensuring world peace, and we will withdraw. This will leave all remaining Great Powers, with the exception of Italy, at war with Japan, transforming this noble experiment in world peace into nothing less then a military alliance. All of the sacrifices of the last Great War will be for nothing.
The world is at a dangerous crossroads, but it is not too late for peace. The verdict of history will weigh heavily upon what happens in the weeks and months ahead, but our position, which will echo through the ages, is clear. If any country wants peace with Japan, we have a simple solution – do not attack us. If those countries we are at war want to stop losing territory, then again, the solution is simple – sue for terms. Now is a time for one or more true statesmen of the world to rise to the call for greatness in this historical hour. There are no better alternatives.

Message of the Japanese delegate before the League of Nations.
My esteemed colleagues,
A month ago, the Republic of France attacked our forces in China. We responded. Our forces are now on the outskirts of Saigon and Hanoi. We must believe that France thought that attacking us would be advantageous to its interests. They have been proven wrong, and now they are being punished.
We currently are at war with 4 different countries, for 4 different reasons. In all but one isolated case, the fighting is occurring on their soil, or that of their colonies. But France has taken this crisis one step further, in trying to entice the British Empire to use her economic and military might against us. Our citizens have been threatened and attacked in Great Britain itself, to the point where we have abandoned all official missions to that country. We find this situation highly regrettable. Since this problem did not exist a month ago, and we can only assume that Prime Minister Winston Churchill, who’s Conservative Party only holds slightly more then one-third of his country’s Parliament, is responsible.
This is the same Mr. Churchill which led the ANZAC forces into the catastrophe at Gallipoli a dozen years ago, and had to resign from his government in disgrace. How many Dominion soldiers died in that campaign due to his folly? I believe it was a quarter million – with a 59% casualty rate? And now, Mr. Churchill is trying to entice these same nations to shed even more blood for another insane scheme of his? To our neighbors in Australia and New Zealand, are you listening? Do you really think Japan of 1927 is weaker then Turkey in 1915? Are you really going to let this man lead you to another disaster, this time on your very doorstep?
We have no quarrel against the British people or her Dominions. But know this. We learned our lesson in 1922. We will not back down to threats or sanctions. We are at war, and the nations which foolishly attacked us will pay the consequences. You want Japan to stop seizing territory? Well, Mr. Churchill, there is an alternative to starting a Second Great War – you can act like the statesman you purport to be, and entice your friends in Paris, Washington, Peking, and The Netherlands to make peace with us, rather then demand we dishonor our military’s sacrifices with a shameful withdrawal.
And know this, my esteemed colleagues – we are not withdrawing from any territory seized now or in the future. The only way we shall withdraw is if we are defeated militarily. And while anything is possible, we can state for certain that it will take many years, much sacrifice, and many, many deaths before that can even be considered. Is Great Britain and its Dominions ready to lose the rest of its “Lost Generation” in an unnecessary war on the other side of the world, rather then work toward a realistic, attainable peace through diplomacy?
My esteemed colleagues, this is most likely the most important speech ever given in this great hall. Because if Mr. Churchill continues a reckless course that leads to war, then this great League of Nations will cease to exist as we know it. If diplomacy fails, and a second Great War breaks out, then the League will have failed its primary mission of ensuring world peace, and we will withdraw. This will leave all remaining Great Powers, with the exception of Italy, at war with Japan, transforming this noble experiment in world peace into nothing less then a military alliance. All of the sacrifices of the last Great War will be for nothing.
The world is at a dangerous crossroads, but it is not too late for peace. The verdict of history will weigh heavily upon what happens in the weeks and months ahead, but our position, which will echo through the ages, is clear. If any country wants peace with Japan, we have a simple solution – do not attack us. If those countries we are at war want to stop losing territory, then again, the solution is simple – sue for terms. Now is a time for one or more true statesmen of the world to rise to the call for greatness in this historical hour. There are no better alternatives.

Dateline: London, England, in front of the News Corps at #10 Downing Street. The British and Dutch Foreign Ministers made the following joint announcement: "After many weeks of negotiations, a Commercial Treaty has been announced between the British Commonwealth and the Dutch Government concerning certain land assets in the Dutch East Indies. Effective immediately, a 50 year Commercial Lease has been agreed upon that confers all legal rights to raw materials, agricultural and physical plant assets to the British Crown for all areas on the Island of Sumatra that are still under control of the Dutch Colonial Government. The territory in question includes everything from the Padang - Jambi - Sinkep Island line and North (everything north of horizontal map reference line "53"). In return for these all-inclusive territory rights, the Dutch Colonial Government will immediately receive a sum of 15 Million pounds sterling and a 5% royalty stake in all Commonwealth Commercial Enterprises that operate in this Region. Great Britain will immediately assume, and also be responsible for, all civilian affairs on the ground. Legal control will be facilitated by the pending arrival of Commonwealth Colonial Forces that are now in route to Sumatra"
A short distance away at the British Admiralty, a near simultaneous announcement was issued by the 1st Lord of the Admiralty: "A short time ago, a strategic commercial treaty was agreed to between the British Commonwealth and the Dutch Government concerning the control of the Dutch Island of Sumatra. A complete text of the agreement is available from the Foreign Ministry. The key aspects for this Treaty, insofar as the Admiralty are concerned, is:
(1) Continued Commonwealth access to strategic raw materials that are essential to the Commonwealth's economy. These include, but are not limited to, Petroleum, rubber, metal ores, burlap, quinine, and foodstuffs.
(2) Apart from the Commercial aspects, this Treaty makes it possible to secure the trade routes in and out of Singapore, making it a Strategic part of the Commonwealth's common defense plan. Therefore, control of the Malacca Strait will now become the sole responsibility of Commonwealth Military forces in the Region. As always, our policy calls for free and open passage for all countries through this strategic waterway.
(3) Civil and Military forces are now in-route to establish Commonwealth control on the Island of Sumatra. As a prudent measure, these sailings will be escorted by naval surface and sub-surface assets for their protection and safety.
(4) Any attempt by any 3rd party nation to restrict the fully legal access of Commonwealth Forces on their journey to the Islands of Sumatra and Sinkep would be ill-advised. We hope that this advance notification will eliminate the possibility for any misunderstanding concerning the peaceful nature of this deployment.
(5) The purpose of this effort is NOT to antagonize or confront Japanese military forces presently on the Island of Sumatra. Rather, our present activities have been meticulously choreographed to prevent any potential confrontation or misunderstanding between the Crown's Military Forces and those of the Empire of Japan in the Region.
Japanese Military forces will remain undisturbed by Commonwealth forces as long as they remain South of the Padang - Jambi - Sinkep Island. Commonwealth planning and preparations in this region remain entirely defensive in nature, as there is no Crown interest in getting actively involved in the present state of hostilities in the Region."

AFTER ACTION REPORTS FOR 02/11/27
Dateline: London, England, in front of the News Corps at #10 Downing Street. The British and Dutch Foreign Ministers made the following joint announcement: "After many weeks of negotiations, a Commercial Treaty has been announced between the British Commonwealth and the Dutch Government concerning certain land assets in the Dutch East Indies. Effective immediately, a 50 year Commercial Lease has been agreed upon that confers all legal rights to raw materials, agricultural and physical plant assets to the British Crown for all areas on the Island of Sumatra that are still under control of the Dutch Colonial Government. The territory in question includes everything from the Padang - Jambi - Sinkep Island line and North (everything north of horizontal map reference line "53"). In return for these all-inclusive territory rights, the Dutch Colonial Government will immediately receive a sum of 15 Million pounds sterling and a 5% royalty stake in all Commonwealth Commercial Enterprises that operate in this Region. Great Britain will immediately assume, and also be responsible for, all civilian affairs on the ground. Legal control will be facilitated by the pending arrival of Commonwealth Colonial Forces that are now in route to Sumatra"
A short distance away at the British Admiralty, a near simultaneous announcement was issued by the 1st Lord of the Admiralty: "A short time ago, a strategic commercial treaty was agreed to between the British Commonwealth and the Dutch Government concerning the control of the Dutch Island of Sumatra. A complete text of the agreement is available from the Foreign Ministry. The key aspects for this Treaty, insofar as the Admiralty are concerned, is:
(1) Continued Commonwealth access to strategic raw materials that are essential to the Commonwealth's economy. These include, but are not limited to, Petroleum, rubber, metal ores, burlap, quinine, and foodstuffs.
(2) Apart from the Commercial aspects, this Treaty makes it possible to secure the trade routes in and out of Singapore, making it a Strategic part of the Commonwealth's common defense plan. Therefore, control of the Malacca Strait will now become the sole responsibility of Commonwealth Military forces in the Region. As always, our policy calls for free and open passage for all countries through this strategic waterway.
(3) Civil and Military forces are now in-route to establish Commonwealth control on the Island of Sumatra. As a prudent measure, these sailings will be escorted by naval surface and sub-surface assets for their protection and safety.
(4) Any attempt by any 3rd party nation to restrict the fully legal access of Commonwealth Forces on their journey to the Islands of Sumatra and Sinkep would be ill-advised. We hope that this advance notification will eliminate the possibility for any misunderstanding concerning the peaceful nature of this deployment.
(5) The purpose of this effort is NOT to antagonize or confront Japanese military forces presently on the Island of Sumatra. Rather, our present activities have been meticulously choreographed to prevent any potential confrontation or misunderstanding between the Crown's Military Forces and those of the Empire of Japan in the Region.
Japanese Military forces will remain undisturbed by Commonwealth forces as long as they remain South of the Padang - Jambi - Sinkep Island. Commonwealth planning and preparations in this region remain entirely defensive in nature, as there is no Crown interest in getting actively involved in the present state of hostilities in the Region."

So, here was the situation -
Paramushiro Jima had developed into a stalemate. True to form in 1920s ground warfare, both sides were dug in, and neither could overcome the other. I had the advantage as I held the base, and had more troops, but not enough to overwhelm the US Hawiian Division.
At the end of the last turn, I detected a TF approaching with many APs and DDs. I suspected this was either a reinforcement or evacuation force. Still smarting from losing 3 capital ships off Dutch Harbor, I kept my surface combat TF pictured in the turn above just out of range, and waited to see what developed.
The computer said landings were being made. Apparently, this is what the game does when troops are being landed OR evacuated. It became clear that an evacuation was in progress when I noted the US assault strength had gone from 188 to 34 in one day. This was a Dunkirk-like situation, with troops being evacuted under fire, ships getting hit, etc. Still, the US was in a bad situation, and quite frankly I think that evacuation was the best option. Even though the Hawiian Division took heavy casualties, it was saved and can fight another day. He could have gone for a massive reinforcement, but that would have been even riskier. As for my ships holding off - I may have caused more damage had I gone in, but I likely would ended up with more torpedoed BBs, and considering what had happened less then one (game) month before, I decided letting the mauled Hawiian Division escape was worth not sinking or smashing up more capital ships.

So, here was the situation -
Paramushiro Jima had developed into a stalemate. True to form in 1920s ground warfare, both sides were dug in, and neither could overcome the other. I had the advantage as I held the base, and had more troops, but not enough to overwhelm the US Hawiian Division.
At the end of the last turn, I detected a TF approaching with many APs and DDs. I suspected this was either a reinforcement or evacuation force. Still smarting from losing 3 capital ships off Dutch Harbor, I kept my surface combat TF pictured in the turn above just out of range, and waited to see what developed.
The computer said landings were being made. Apparently, this is what the game does when troops are being landed OR evacuated. It became clear that an evacuation was in progress when I noted the US assault strength had gone from 188 to 34 in one day. This was a Dunkirk-like situation, with troops being evacuted under fire, ships getting hit, etc. Still, the US was in a bad situation, and quite frankly I think that evacuation was the best option. Even though the Hawiian Division took heavy casualties, it was saved and can fight another day. He could have gone for a massive reinforcement, but that would have been even riskier. As for my ships holding off - I may have caused more damage had I gone in, but I likely would ended up with more torpedoed BBs, and considering what had happened less then one (game) month before, I decided letting the mauled Hawiian Division escape was worth not sinking or smashing up more capital ships.

Dateline: Hong Kong: "The Admiralty has announced that an imminent merchant ship convoy sailing from Hong Kong to Singapore will occur over the following week. This convoy is returning to Singapore after delivering humanitarian supplies to the HK Crown Colony. In accordance with International Maritime Law, the convoy will be traveling through the South China Sea in a fully illuminated manner. Furthermore, hourly wireless notifications of the convoys location will be available for all combatants to assess via the agreed upon communication frequency for neutral shipping in the Region. We trust that all combatants will respect the right of these neutral vessels to pass in an undisturbed manner through these disputed waters. To support this passage, Two (2) Royal Naval Destroyers have been assigned to the convoy in order to aid it with proper navigation and communication resources. The Admiralty would like to remind all belligerent naval forces that the Royal Navy possesses significant resources within the Region with which it could potentially respond to any interference or confrontation with this peaceful mission"
Japan replies that given the combat situation currently occurring off the Indochinese coast, it would probably be best for all parties if the convoy stays as far from Indochina, and as close to the Burmese coast, as possible. We will be listening for the convoy's position updates on our wireless sets.
