Everything went smoothly as I started a small human empire in a 1400 star galaxy with scarce high quality worlds, restless war setting.
Most of the AI empires I had encountered at the 10 year mark in the game were at war with at least one neighbor. I had done my best to get on the nerves of an evil toad empire but even though they were angry with me at -80 or something they refused to declare war on me(despite the fact I kept sending spies that got captured). While I pondered that issue the southern trade routes of my empire suddenly turned purple:


What you see in the images is the ENTIRE private sector fleet of one of the nearby empires. After that happy migration my fuel prices skyrocketed(prior to this event the expansion planner had told me I didn't need any fuel sources anymore then it told me it was the TOP priority for my empire) and my income and cash balance went straight into red in a few months(at least that's what I think happened because I suddenly had -50k-(-100k) cash and -5k income or something, from a balanced cash level of 30-40k.
So, what I think happened is one of the following:
1) Since the AI empire was at war with another one that was at spitting distance from their colonies they lost ALL of their fuel sources.
2) The legendary fuel problem from DW ROTS was included with the latest patch, because I've yet to see this happen in any of my vanilla DW games before. So the patch basically compromises the game.
I have yet to notice any more migrations of that magnitude, but I still see some of their ships refueling at my bases. It seems to affect that particular AI only. Thought it might have something to do with the fact that I never gave my territory map to anyone so far except that AI empire with which I have a trade agreement so they might just not know where to find my bases to refuel at.
Second issue is kind of self explanatory, and occurred in the same time frame as the fuel problem:

Also, I don't know if it's a bug or not, but it seems that by selecting military and civilian ships I can add them all to a fleet and basically tell the civvies where to go and attack stuff:
