Recon Will Not Fly

Here is a weird one.

I'm playing the GC 41-45 vs Sveint on the multiplayer server, its turn 8, ver 1.04.36, the weather is clear, and I cannot fly recon even though the units are at 0% used in the turn and they are well within range of their targets.

The map is covered with the red hue shading indicating the area is out of range!!!???

I've tried using the AI button to fly auto recon, and here is the result.
Note no planes flew, although 'something' appeared to happen, and it says the target area was observed, although it clearly was'nt.
All those recon markers have the same result, no planes actually flew.

I've tried saving and reloading, but its always the same red hue out of range scenario.

Any help here would be gratefully received....I need my recon back!!

I noticed something strange regarding this with the SOV AI. I was playing a non-FOW game and the AI kept flying these what I assume were recon missions with 0 planes across the board. I thought I was just seeing things or that the messages were going by too fast but I think this confirmed it.

Yep, and its turn eight and nine that are affected.

The percent required to fly is set to 100 in the air doctrine screen, and there are few or no air units that have 100% of their max ready aircraft. Lower this percentage and things work fine.

It was as daft a thing as that. I have loaded the game, set the percent to fly to 75, saved it, then reloaded. Hey Presto, the problem was solved. I think I'll put it down to 50 again.

Are the air doctrine defaults the same for both sides at start?

The reason I ask is having recon set to 101% for the russians would help to simulate the utter confusion of the first turn.

No, you should'nt do that. The first turn of Barbarossa takes all that into account, suprise, aircraft on runways etc.

Make sure that the detection levels are at 10 by flying recon, and then bomb them to destruction.

5200 aircraft destroyed on the ground/in the air is easily achievable, so you end up with a satisfying result that corresponds to what was achieved in the first week by the Luftwaffe.
