Another JFB Question on Repairing Oil/Refineries at Palembang (No Dr. Hal please)

Thanks to the responses from my earlier question, I've decided to repair the Oil facilities at Palembang and leave the Refineries as they lay at about 2/3 capacity. My question this time concerns the supplies needed to make the Oil resource repairs. The manual states that I need 1,000 supply points per damage Oil point, for a total of about 350,000 supply points. Are these supply points drawn from the supply pool, or do they have to be available locally at Palembang?

If they must be available locally, then I'll have to allocate valuable sufficient shipping to this task. If not, then I can use that shipping capacity to support further expansion in the DEI.

They have to be present at the base where you are repairing the facilities. You need to have 10,000+ for repairs to take place( only 1,000 are expended )
