State-side Transfer of Planes to PH

I am playing a PBEM of the Full Campaign as the Allies. It is December 14, 1941. I have an air unit, VMSB-131 consisting of 18 SB2U-3 Vindicators at San Diego. This unit has 24(2) pilots with an avg. experience of 51, morale is 87 and no fatigue. I want to send this unit to PH and probably onto Midway. However, transferring to another base outside the continental US is impossible, only State-side bases are available, and I can understand the reason. Also, I have formed transport TFs consisting of xAKs, dock 'em and I'm still unable to transfer this unit. I was disappointed. Do I have to wait until CVEs come online before I can transfer plane units? Is there some special rule I have overlooked? Appreciate any help or advice that may be given.

Ensure the squadron is not west coast restricted. Upper right had side it shows who the HQ is and if there is an (R) then it can't leave the US

Thanks oldman 45, but I was able to change from Westcoast (R) to Pacific Fleet and I am still not able to transfer. Note: "Westcoast (R)" was highlighted, not grey or white. When I clicked on it I got a series of HQ options. It cost me 36 PP.

After being changed to Pacific Fleet HQ, you should be able to transfer that squadron anywhere that they have the range to reach.  If you want to load the squadron onto xAK's, form a Transport TF, dock it at the base where the squadron is located, then click the Load Troops option.  Any squadrons will be listed along with ground troops for loading onto ships.

The TF has to be docked.

USS America, thanks much. Here's what brainless, that's me, was doing: I would form an xAK TF, dock it in San Diego, and then click on the air unit (Vindicators) and click on the "transfer to docked ship" button and got nothing but the Saratoga, which is anchored in San Diego, but loaded to the gills with combat planes. So, I figured there was no way I could transfer the unit and had to wait until CVEs showed up. All, I had to do was click on "load troops" button, thanks to your information. Am I slow or what? Please, don't answer that one. Thanks, again, for bringing me up to date and to all those of you who have contributed your advice.
