Clovis, in my opinion something should be done to the war against the Balts. Again in my game Von Neff and co. have started at Tarto, and the Reds are not going to declare war there apparently. No point in trying to lure Finland into war because Pskov is not controlled, and recognizing independencies has such dramatic consequences that it will be used only as last resort.
Was peace in Baltics states the most obvious outcome historically? [;)]

Normally, the war should erupt in 1919 8 times on 10...Will look at indeed.

The 1862 has been done by someone ignoring totally how the AGE AI works. That's exactly the main AGEOD trouble: they have a good programmer having built a supeb engine, a great designer collecting accurate data and between, subpar and self satisfied "volunteers" developping poorly engineered scenarios. These "volunteers" are considering themselves as game designers but they have just forgotten among other things there's an AI in computer wargame. I may assure you AGEOD has the method to improve the AI. I've written several posts about in the beta forums. They don't care, they don't use, because it's a lot of work and working on AI is less rewarding than putting a "SCENARIO", even if it doesn't work.
That's sad. They deserved better. But they have never listened to those pointing out the problem. They even considered the trouble was due to those mentioning some points had to be changed.
Back to FY. THe AGE engine at least is superb and great games can be done with.[:)] 2 conditions: understand how AI works and play yourself the scenario.

I think it has been overwritten since I started a new game. I really had rotten luck in it...

Bug found and fixed. Go back to your last turn before the appearence of Siberian units. Then apply the new version I'm going to upload in a few minutes.

New version uploaded, fixing the Siberian units at Pskov bug ( forgot to add a condition [8|]) and modifying a little chances Red AI has to decare war on Balts.

The most amusing part:
"One thing difficult about any game is the AI. How in the world do you train an AI to do exactly what needs to be done when it needs to be done! The player, having imagination and strategy, does things differently every time they play, getting the AI to respond to players in all situations is very difficult. When testing this scenario, with the limited number of beta testers, the USA was seen as aggressive enough to provide the CSA a challenge. Instead of moving North as CSA players, they kept to the script of the war and went after the Union forces in the South. Unfortunately you cannot really test every and all situation given a finite amount of hours and individuals."
He should try Fatal Years [;)]

Yes the new changes are just affecting the exe and adding a few more portraits for leaders.
In any case, if you want to use the patch, you have to:
1) Apply the official 1.03a patch to the folder containing your Fatal Years version
2) Install again Fatal Years mod, as the official patch will remove some files of FY.
What remains unknow is the presence or not of NEW bugs....[:D]
