1.08.06 tactical warning

Hi all
for those of you using the 1.08.06 release, it should be noted that garrisoned depots no longer block movement. Any defense built on a wall of garrisoned depots is going to be invalid, as per the original board game.

I never saw such a defense, but I would have abandoned the game.
