Supply request not filling

Hi there late in Mar'42 here and one of my bases needs more supply in Japan as repairs are not being done it is just less than 10000 supply there. It has been a few turns since I have requested more in that base. Any suggestions as to what I might be doing wrong?

Reduce supply request at other bases. You may be requesting more supply than is available across the board. This usually works for me

Same as above. Shut down the ones you don't need and 3 turns later 30K+ will be there. It's like running convoys. You have to set it up then keep an eye on it for several turns. When you have enough shut it down and work on the next base.

Like they said. Set bases to request just 5000-7000 supplies, so that they get 15000-21000 supply points. Usually that's all you need, and Japan should have enough supplies for that.

Never ever request maximum supply, that'll definitely skrew things up.

Is there a maximum range from which supplies are drawn? Because I have been trying to get supplies to Darwin for several weeks now, with very little, if any, success.
