I recently played part of a campaign online, and I came across an interesting problem. It may or may not be a bug, but I still find it noteworthy.

When defending, it seems that firing units are perfectly invisible to targeting unless the enemy units are very close. Even When 50 meters away, enemy units will just sit around doing nothing until ordered to target a particular building. What is the purpose of this? I know it is difficult to root out and find the bad guys, but when a platoon of paras is taking obvious fire from a bell tower (this is an actual example), to which most have perfect line of sight, and none of them fire at it on their own, I think their is a problem. CC2 revealed the location of units as soon as they fired, which I thought perfectly reasonable.

You say you found this to be the case when playing a campaign online.

If you're playing against a human player the enemy team response depends upon the orders given to his teams by your human opponent. If he has his teams on ambush they won't fire back unless he puts them on defend or issues a fire command.

If you're talking about response by an AI opponent I'm not sure how you'd know the status of the enemy teams since as the human player you're not privilege to that information.

If you're saying that your teams, when placed on defend, take to long to return fire against enemy teams that are firing on you we'd need to see the exact situation as there are a lot of factors that could be contributing to their response. We'd need to see the team status menu to see if they're suppressed or cowering from enemy fire. We'd need to see the type of LOS you have to the enemy unit. It's possible the enemy team is well concealed and your team is having trouble spotting them. A number of other factors.

Also I'd like to know what version of the game you have installed. If you don't know which version you have installed the version number is in white on the main screen in the lower right by the "NEXT" button.

To clarify, I was the attacker in a campaign against a human player. I have installed the latest patch from this website. I will give two detailed examples.

1st:
My american paras were moving in on a lightly defended town with a bridge. I had to walk most of the battle, and I moved through and behind buildings to have cover from enemy fire. Eventually, I started taking fire from two buildings: one across the bridge about 100 meters away from my nearest troops, and one directly next to a building occupied by my troops. I could not target any of them, meaning I couldn't trace the green line and red dot over the enemy. (I instead ordered them to shoot at the buildings) I am not sure if I suppressed the enemy or not, as the fire from both buildings continued at my troops also in buildings. When my men were set to defend, they did not shoot at anything, instead sitting around. My thoughts are that when taking fire from another building, one which is 50 meters or less away, I should be able to target the enemy troops after they start shooting, especially since THEY can target MY troops in buildings.

2nd:
Similarly, I was attacking with american paras through a town. The bulk of my force went across the top of the map through a town (Groesbeek I think), while I sent a single squad and a sniper sneaking the other direction. The main force started receiving fire from the bottom of the map, so I manually found the buildings and then sent the sniper to investigate, hoping he could knock out a few gunners. The sniper crawled his way about 50 meters from the enemy occupied building, yet was unable to spot them even as they continued firing. I approached at a right angle to the direction of firing, so it follow that I should have been able to shoot at them if I could see them, as I had clear line of sight. Why, in this example, could a sniper not spot the enemy? This is what snipers do, after all.
On the other side of town, my main force started taking fire from a building on the left edge of the map. I was approaching down towards it. I eventually assaulted and took the building with heavy losses, but I wasn't able to target the enemy 20mm aa until I was 10 meters away.

How does concealment operate in this game?

Here's a response from our lead developer:
Not enough info to know what’s going on – it’s possible to have an enemy team area fire at your team when LOS is obscured (dark green line when targeting) if you’ve been spotted by another enemy whose LOS is not obscured. In this situation your men won’t automatically return fire since the firing enemy team hasn’t been spotted. You have to give a fire order.

If you can provide more details as to what your human opponent is seeing (screenshots) and what your seeing at that exact same moment (again, screenshots) we might be able to give a more detailed response specific to your situation. Just not enough info to say if what you're seeing is an issue that needs to be fixed or not.
