Manual decoys in Latakia scen?

Hey, I was just playing around with all the different versions of the Latakia scenario available for the various databases and wanted to get some clarification on the one that ships with ANW 2.4.3.

OK, specifics: In the scenario, your Israeli missile boats will not use their decoys (chaff) unless you conduct manual bearing-only launches (BOLs) of them as the enemy missiles approach.

Is this the way it's supposed to work? I thought all the defensive stuff like ECM, chaff, flares, etc was supposed to be deployed automatically...

In all the other versions I've seen, there weren't any decoys that could be launched manually like this.

What gives?
