Air Unit Commanders?

All;

In the game I have running I have noticed that a number of air units have an assigned commander that is not on the pilot roster. For example, VB-6 has LT Best, R.H. as the assigned commander but he does not appear in the VB-6 roster of pilots. On the other hand, units where the assigned commander is in the roster of pilots mark that pilot's name with an asterisk.

Does anyont know why a commander would be assigned that does not appear to be part of the unit? Also, if you wanted to find that commander (e.g. LT Best) and re-assign him as a pilot to VB-6 where he is already the unit commander, how would you go about finding him?

Some are pilots while others aren't. Apparently, that was the case during the war.

Including captains of Aircraft Carriers and Air Combat task forces.....(not being pilots).

And it changes. Pappy Boyington was a pilot commander for me early in the war but now he has been kicked up a bit and rides a desk while the rest of his squadron flies. But my best pilot recently died and he was a brigadier general. Who knows?
