Combat value in the Commander's Report never matches the CV of the Combat Unit?

Combat value in the Commander's Report never matches the CV of the Combat Unit. [&:]

In the Commander's Report the CV is always lower by 1 than for the Unit Counter on the map!

Is this a bug or did I miss something? [&:]

My guess would be that it's to do with rounding.

A ground unit's combat value is equal to the sum of the combat values of the elements that make up that unit. These will be fractional so most combat units will have non-integer combat values.
