How to prevent capture of Minsk to be able to evacuate factories? Any tips?

Not really possible against a decent axis, as it is possible to arrive at minsk in axis turn 1 (before the soviet even gets to play a turn). Even more, soviets can't move factories before turn 2, so Minsk is really a lost case.

And looks like AI has been improved, manages to encircle huge amount of troops...
