Try here, it may have something you can use, though it's mostly OOB's and not TO&E'S.

The Osprey book The Russian Civil War (1) The Red Army (MAA 293) looks at Red Army TO&Es.

There is also an Osprey book about Red Army armoured units of the Civil War:
